Business Services Updates

The SMCJUHSD Business Services is committed to be responsible to support the educational programs of the District through fiscal responsibility, well-maintained facilities and modern educational technology.
Balanced Budgets - The South Monterey County Joint Union High School District has had a balanced budget for the last three years and has dedicated additional funds for the last two school years to facility maintenance and computer upgrades. 

We are in year two of the three-year collective bargaining agreements with the certificated teachers association and also the classified employees association.
July 1, 2016, local control was returned to the Board of Trustees and Dr. Moirao was hired as the District Superintendent. The state loan that the District received in the form of a 2010 bond is scheduled to be paid off in 2029.
Local Control Funding Formula - With changes in school funding from revenue limit to Local Control Funding Formula (LCFF) the District with the involvement of the staff, parents and local community have generated a Local Control and Accountability Plan (LCAP) for spending additional funds the District receives to improve student services and achievement.

Customer Service - The Business Office is committed to customer service and we are working hard to improve understanding of the processes and procedures. We are in our third year in using the ESCAPE financial system.  In addition, we have also added the SchoolDude facility use and transportation scheduling as well as maintenance & technology work order request systems. 

All of these new systems allow users to have access to more information - whether that be their budget, facility request or work order status.  We are working on in-house procedural manuals and checklists to assist staff in use of these systems as well as District procedures so they can stay focused on student achievement.
The District is committed to responsible business practices.

Hotline to Report Financial Fraud, Waste, or Abuse Operates 24/7/365
South Monterey County Joint Union High School District (SMCJUHSD) encourages any concerned individual to report financial fraud, waste, or abuse. Financial fraud consists of ways by which SMCJUHSD employees or vendors use their employment status or vendor relationship to take funds for themselves or others at the expense of SMCJUHSD. Financial waste or abuse of financial resources includes ways that SMCJUHSD employees or vendors improperly, carelessly, or excessively spend, consume, mismanage, or misuse SMCJUHSD resources. Waste also includes spending unnecessarily as a result of inefficient or ineffective practices.
Examples of What to Report
  • Stealing of money, property, inventory, or supplies
  • Abuse of overtime
  • Falsification of time records or expense reports
  • Creating fictitious employees/vendors
  • Falsifying invoices or transactions
  • Executing related party transactions
  • Receiving kickbacks
  • Removing, borrowing, or destroying SMCJUHSD records, furniture, fixtures, or equipment without permission
  • Misuse of confidential information
  • Inappropriate vendor relations

• The District also uses for crime reporting (which includes fraud).
• Or reports can also be mailed to: Superintendent 800 Broadway St. King City CA 93930. The reporting person can choose to remain anonymous or provide contact information to the State Administrator.
Board of Education and SMCJUHSD Commitment
All reports using the fraud, waste, or abuse hotline number or website, are anonymous and confidential. Reports will be given careful attention and handled promptly and discreetly. In accordance with Board of Education Policy 3400, no retaliatory action will be taken against anyone reporting, in good faith, potential financial fraud, waste, or abuse.
